Fixation of pay in Gr A on technical resignation from Gr B

Fixation of Pay: Technical Resignation from Group B Railways to join Group A Govt. of India . R/sir, I joined Group A service through UPSC engineering service exam on 09.05.2011 after proper technical resignation from Group B Railway Service where my basic pay was Rs. 15640+4600/- in scale 9300-4600-34800. Please let me know how the fixation or protection of pay shall be done in current pay scale 15600-5400-39100 and please also quote the rule . My DOA was 28.11.2003 in Railways & I actually joined there in 6500-10500 scale under old pension scheme . My past services has already been counted for pensionary etc purpose by the new department. Please reply urgently as my current department is not helping in this case . Thanking you with regards . Amit

as per FR 22, your pay will be fixed in the same manner as done in case of promotion as you were already drawing minimum of the3 new pay scale and have joined post of higher responsibility.
