Fix accountability on erring government employees

Delhi government’s move to penalise its staff for not doing its public duty in time from April 1, 2010 is welcome. If state government documents-like ration card, driving licence, election I card,, name in voters list, registration of birth and death certificate and registration under Sales Tax Act - are not completed and issued within prescribed time, a fine of Rs 10- 200 per day shall be imposed on the erring staff members.
I hope a similar provision be made in all government departments such as:
Income Tax for issuing of refunds, assessment orders, rectification orders, various exemption certificates under Section 10.
Registration of properties’ agreements, wills, partnership deeds and Registration of companies, limited liability partnerships under Registrar of Companies of all States in India and all other such requirements under their jurisdiction.
In fact, for each and every action — movement of files from one department to another and under all local and state government departments such a provision is the need of the hour.
It is also important that such provisions are implemented and acted upon, and monthly or quarterly reports are published in leading newspapers so that the general public is aware of their government’s efficiency or inefficiency.
A public accountability on each employee of government including Local and State is a must and penal provision for the same too are required for its practical implementation. CC TV Cameras must be installed at appropriate places-to cover the whole building to check employees working and to do away with corruption.

Yes sir, I do agree with this. Unaccountibility leads to Corruption and degradation of their mental and physical standards.
