Is prima facie evidence of corruption mandatory to establish 'Vigilance Angle' for reference of cases to CVC?

As per Central Vigilance Commission Circular No. 07/04/15 dated 27.4.2015, if enquiry do not indicate any prima facie vigilance angle / corruption, and if the Disciplinary Authority agrees with the view of the Chief Vigilance Officer, then the matter need not be referred to the Vigilance for seeking First Stage advice.

However, if there is any difference of opinion between the views of the Chief Vigilance Officer and that of the Disciplinary Authority, then in that event the matter needs to be referred to the Vigilance seeking their advice.
