Filing a petition against a govt. body in consumer redressal forum

I wanted to file a case against small savings institute in a consumer forum, but being a govt body, the case was not accepted. Is it true that consumer courts accept only non- govt. cases?

You can file the case against Govt./Semi govt/ or Non- Govet bodies  whome you think have over stepped the law .
