Family pension

Respected Sir, After the death of my first mother my father married to our mother. After the married of my sister she is no more in touch with us due to reason of step mother. After the death of my father my mother get family pension, after the death of my mother my sister who is handicapped claim for family pension, the administration is asking for no objection from the sister who is married but she is not giving no-objection certificate to the handicapped sister by saying that i have no relation with you and i will not able to give the no objection from first class magistrate. Sirm Kindly help me as my handicapped sister is not getting family pension since last 3 years. As i have submitted one details regarding family member in presence of 1 st Class Magistrate in which i have mentioned the marital status of the members. Kindly help
