I would like to know if the facebook account operated by unknown person in the  name of  girl child of my dear one. What cyber law says about it? Whether complaint Can given to CYBER POLICE DEPT.

It is not a crime.  Because most of the identities chatting opening accounts in facke names.  There is no  genuineness regarding details.  There is disclaimer in every social webs regarding the believing the things stated in it.  So you cannot complain about it.  Taking risk is yours.  If specifically cheating done and you are cheated then only you can file a complaint.

No Mr. Ganeshan, you are wrong..If any person intellect with the public in the name of any other person and done some wrong i.e include in cheating 420,IPC.

and if he is uses net for doing that specific wrong i.e include in cyber crime.

u can file complaint only when sth wrong is done or being attempted to cheat/deceive sm1. just opening of  an fb account on fake names doesn't create any crime until it is opened for the purpose of committing an offence. so keep an closed-eye over his/her activities viz snap, scrap etc and then take an appropriate step.

It is cyber crime, but the person who is affected has to file a complaint.  Here you are affected one so you can file a complaint before cyber crime police.

If the unknown person using your daughters name with other details such as father name, address, cell number and photo then it is clear proof that he is misusing your daughter's information. Then you can complain to the Cyber crime cell.

If  unknown person is using your daughter's name only without any additional information mentioned above, It is difficult to prove that he is using your daughter's name.

A/c is opened in the name of girl child. It is not a crime to use a name. Moreover you must assure that except name something personal, private information is disclosed. 

 

Just if a person has used the name you cannot take any action under indian penal code or Information technology act.
