Exemption from election duty

I am a group A gazetted officer with a grade pay of Rs 7600/- Should I report to SDM / Sub collector with a lesser grade pay?

do you have the powers to arrest the SDM for calling you on duty? or does the SDM have powers to arrest you for non-reporting for election duty.
