Yes, tenant has right to appeal the eviction decree but he has to obtain the stay order from appellate court.you may proceed your E.P untill and unless tenant gets stay order from appellate court.

till date the tenant didn't paid the rent for past 4 years. there is conditional order under 11(4). also the land lord wants to demolish the house under the section also the eviction order issued. all other tenants vacated. is there chances for appeal.
