Emi transfer / loan transfer to sister

Hi, I am resident of Panvel Maharashtra. I wanted to buy new property however in order to buy new property and arrange for funds I want to sell my present property to my sister within her loan limit. I understand as per new rule if I sale it my sister the stamp duty and registration is being waiver off by govt of MH. Kindly advice how the rule is to be interpreted as the registration officer is stating otherwis
