Duped by a Specialised Adaption Agency

I have been duped by a Specialised Adaption Agency which is register by that state government and also functioning under Central Adaption Resource Authority. Is there any way to send legal notice and take any legal action. I have already complained the same to CARA.

yes. you should definitely serve a legal notice to the said agency, stating your grievances. you can also file a criminal complaint against them for criminal breach of trust and cheating under section 406 and 420 of the Indian Penal Code.
