Deponent can be anyone other than io in appealagainstacquitt

In Condone delay petition for appeal against acquittal in sessions court . deponent was other than IO in the trial court case. 

Is it allowed? how exactly a deponent ( another official from same PS) can be other than IO be says that aggrieved by the order.

as it is preferred by state safe to assume it would be under 378 section, whats the normal process in it?

can any person be aggrieved by the order and file it and he dont need to be IO in that particular case? can he doest need to provide why he is particularly interested in it? he shown keen interest in obtain permission from district magistrate after delay?

please advice asap i am feeling being discriminated in this issue
