Who is responsible to provide document which states who is the owner of site and the location of site in the survey plan?

Note, the site has BDA NOC and is DC converted that comes under BBMP in Bangalore.

Revenue department. You need to contact the office of Tahsildar or the District collector.

How is it Tahsildar office, since it comes under BBMP purview?  Or should it be BDA, since I have BDA NOC?
