Declination of promotion if option is given

Sir/Ma'am,

         I have given option for promotion. Now that I have been transferred to a very far off place though I stand first in seniority. The officer has transferred me in the name of discretion. I want to decline promotion. As per the rules framed, I should not declined as I have opted for it. Kindly guide me whether I can decline promotion if option is given before joining the post and on what basis can I proceed to CAT.
