Debarment from exam

A student got his paper cancelled in a semester due to cheating. A year he sat in back paper and cleared it. But when he applied in govt, in attestation form it was mentioned as to was he debarred from any exam, rusticated by any univ. So my question is does he need to mention it in attestation form
