Dakhil kharij

Hello,

I had bought a plot of 900spft in Ghaziabad UP in 2012. Plotting and numbering of plot was done by the dealers and i had also bought the one part of the plot. I had not done the process of Dakhil Kharij. as suggested by the patwari that time, it is not mandatory in residential plot. I would like to know that can I do the same now?. I have the property agreement registration stamp paper with me. What is the procedure and fee for it.
