Creation of charitable trust by foreign national of indian

Dear Sir/ Madam,

I shall be thankful to receive your advice on setting up of a PublicCharitable Trust in Chennai who is an UK National and is of Indian origin. He holds a PIO and a OCI cards. 

The person has a PAN and is an IT assessee in India. He wishes to donate his entire savings in his NRO S/B a/c to the trust which is to named after his late mother.  I presume he will come under the purview of Foreign Contribution Regulation Act (FCRA). Please detail the formalities involved.

The Charitable Trusts Act 1957 requires every charitable trust to provide the Registrarof Incorporated Societies with a copy of the documents that show the generalpurposes of the trustees or society.  In the case of a society applying for incorporation as a charitable trust, they must also provide a copy of the document that sets out the constitution of the society.
