Correction of date of birth

Mr.X, while joining in govt service, his date of birth was recorded in the service book as per school certificate. However, his actual date of birth was not entered in the school record as per Birth Certificate issued bythe competent authority. Within five years, as per existing rule, he did not take any steps to make correction of DoB in terms of his birth certificate. Is there any remedy available to him.
