Consumer right

It is a case where Mr X purchased a pair of trouser and shirt from a nearby store Y at a discount of 10%. He goes back home and doesn't like the quality and goes back to the shop and the shopkeeper tells him to exchange. Mr X exchanges the dress and buys another pair of shirt and trouser. Again he goes back home and find the quality to be poor. Then he goes back to shopkeeper and tells him to return the money as the quality is not good. The shopkeeper tells him that he can only exchange the dress and cannot refund the money as it is clearly mentioned on the bill that "Item can only be exchanged and the money will not be given back". Mr X files a case in "Local District Consumer Forum" and his case was dismissed. Mr X then appealed in the State Consumer Dispute Redressal Commission in 2015. His appeal was heard.

Did Mr X have a chance? Should the store Y be made to return any cash despite its state policy?
