Coconut tree bangalore

 My neighbour has a coconut tree. The tree small portion is in the neighbours house(15%). Remaining all is in our compound. This tree is causing huge problems in terms of falling cocounts and branches. The tree has grown in such a way that it is almost hitting the building though we have a fixed a support not hit the building. However it has grown so big that it is coming and hitting the building during day and night. The building literally shakes like an earthquake and the sound is also quite huge. Despite several reminders to the neighbour he is not willing to do anything.

We have complained to BBMP and it has been 2 years now. They have issued notices and despite that there is no action. Finally we warned BBMP and now they come and tell that the private coconut tree is not within the control of BBMP but with horticulture department and the muncipal corporation. I don't know how to proceed with this. The police is also not taking any charge and putting the blame on BBMP.

Can someone please help on this? The losses so far is about 50K(additional parking chargs and damages) for the car and few thousands for the building
