Citations on qualifying service

Sir/Madam,

I want some latest important citations/verdicts of the Hon'ble Supreme Court of India in respect of 'Qualifying Service'.  The moot question is whether services rendered by a candidate on Ad-hoc basis can be counted for this purpose.

Though I want this specifically on Recruitment in Higher Judicial Service, it would be fine even if it would be for other services.

Ad hoc service is not eligible for inclusion in total service for the purpose of pensional benefits.
