Child labour rehabilitation scheme

My father once charged for engaging a Child labour. He admitted the offence and paid fine amount of Rs.10,000/- in the year 2006. Now he has received another notice from the district collector to pay a sum of Rs.20,000/- as damages for the Child Labour rehabilitation scheme quoting the supremecourt jugement in M.C..Mehta VS State of Tamilnadu.

Pls clarify is it mandatory to pay such damages and what kind of action will be taken if such damage is not paid
