Cheque alterations

alterations on the cheque has made the acount holder to accept the alteration cheque for Collection . In response the other bank has accepted the cheque and sent memo in saying insufficient funds the collution of the account holder with two bank established or not, can I go for criminal pettision on the banks. My cheque was done alterations.)
