Cheque Bounce New Bill for Quick Prosecution - 23.07.2018

Cheque bounce new rule of payment of compensation of 20% of cheque amount to the complainant by the accused at the start of the trial will have prospective or retrospective effeft?

Will it be applicable to old plus new court cases or only to new cases filed from 23.07.2018 onwards?

It is passed like 2 month before

that bill is came into force on 01-09-2018 onwords with prospective effect, in which case the status is at examination of the accused and when the accused pleads not guilty, then the complainant should file a petition for interim compensation under section 143-a by giving notice to accused or his advocate
