Change of land use agri to residential

1. what is the minimum Agricultural land parcel that can be purchased in UP. I hear it is 3.14 acres?

2. Is land use certificate from 'agricultural' to residential' under Section 143 of the UP Zamindari Abolition land reforms Act 1950, required for lands measuring less than 300 sq meters?

3. The land Registration Paper for a 200 sq yards plot in a Village mentions that the land is being purchased for Residential purpose and Stamp Duty has been charged as for Circle Rate of Residential Land: Can Municipality treat this as Agricultural land and not allow any construction.
