Chairman cheats

Money which is sanction by govt about 1 cr and 50 lakhs is taken by chairman and used for his benifit but now all directors are charged under ipc 420 but they had not make any fraud ,now including chairman , 4 directors out of 8 is in MCR jail ,how to overcome ?
