Case law for new evidence

Dear experts,

As per the subrule (15) of rule 14 of ccs(cca) rules, 1965, no new evidence is permitted to fill up any gap. I want to know whether there is any Supreme Court Judgement in support of this provision.

In accepted principles of procedural law any new evidence can be submitted at any stage  during the proceedings but before the closing of oral and written arguments during legal or quasi judicial proceedings.
