Can i file a case on errant officers?

Dear sir,

I have informed my father-in-law superiors (RBI) about the issue of acceptance of dowry giving as deposed by my father-in-law in a trail court. I was framed in a false dowry case by my wife with the help of her father. The evidence and arguement too is over. The case is posted for judgement in next hearing. I am optimistic i will be acquitted. Meanwhile, the disciplinary authorities of my father-in-law office, (now he is retired) are just beating around the bush and giving evading answers on my queries of disciplinary action on my father-in-law for the crime of giving dowry as claimed by himself. I have sent them the deposition of him to his office superiors. Now, i am sure they want to save him from disciplinary action. Within the law, can i file a case on his superiors for failing to take action on the errant father-in-law? What other options i have ? i am not interested to file DP 3 case on my father-in-law. Anything other that suggestions will be helpful. Please guide me.
