I wanted to know , Can flat buyer pay service tax interest directly to govt?

The builder should pay the Service Tax to the Government. But the Builder should not pay the same from his pocket. He has to collect the same from the buyer and then only he will pay the amount. So any how, the buyer could not escape from the payment, in case of a under construction flat. If the flat is already completed and a occupation certificate is obtained, there is a chance to avoid service tax payment.

Sir i don't belive on builder as he will pay interest to govt or not... So i wanted to know flat owner can pay Interest on ST to Govt directly?
