Can a general category person buy land from scheduled caste?

I am from general category, I wanted to buy small plot 4500 sq.ft. from Scheduled caste (SC) seller in the state of Chhattisgarh.

It is allowed there to register such property without any difficulties.

 

My question is can I do so?

Is buying land from a schedule caste seller LEGAL in Chhattisgarh?

There was an article in ET of 21st Sep2012 referring to Supreme Court judgement stating such transaction as unconstitutional.(refer link below)

Please let me know if that judgement was limited to Rajasthan Govt. or is applicable in all Indian states including Chhattisgarh.

Generally supreme court judgement applicable to all over India. With the permission of district collector only can buy the SC land.

But I think DC permission is required for buying land belonging to ST not SC.

Kindly correct if i am wrong.
