It depends not only on the service rules, but also on the pure discretion of the leave sanctioning authority. Go and ask your leave sanctioning authority. There are also cases where leave is given in lieu of notice period.
There may not be any bar on leave application during Notice Period.
As an employee: submit leave application under proper acknowledgment.
