You can make specific complaints on Advertisements to: The Advertising Standards Council on their web url: https://www.ascionline.org/index.php/lodge-ur-complaints.html
Before making any complaint, it would be advisable to go into details of the advertisement as far as possible since our national ethos are based upon 'Jhumlas'. Make sure that the ad really disillusions the youth and goes against the provision of the Constitution of India. Better would be to take advise from experts in this area beforehand.
But please do not stop yourself in complaining if you are duly convinced about the ill-nature of the advertisement.
