Buying a flat in Hyderabad

Dear Forum Members,

I am planning to buy a flat in Hyderabad, the problem is that the person who is the owner of the flat has died and is now survived by 3 immediate family members, his wife, son and daughter (both majors). They have a "Surviving Member Certificate" from the "Office of the Deputy Commissioner - Delhi". 

My questions are:

1. Is the Surviving Member Certificate sufficient to avoid any claims on the flat in the future? Or do I need the Legal Heir Certificate from the Court?

2. Does the property have to be transferred to the wife's name before I buy it?

3. Is there anything else that I need, to avoid any problems in the future?

Yes. Let all sign the sale deed. Please ensure that the owner's mother is not alive. Otherwise, she also must sign the sale deed. Do all other normal checks viz. EC, etc.
