Bank misplaces title deeds

I took loan from Bareilly Corp. Bank Ltd, which was merged in Bank of Baroda. The entire amount was paid to the banker with No Dues Certificate. Later on Bank refused to return 3 Original Title Deeds saying the same has been misplaced and I may apply for Certified copies. I was not having even photocopies or Registration Nos. I went to District Consumer Forum, they decided that bank is not guilty and fined Rs. 10,000/- on the bank. Due to this fault I lost more than 17 lacs and one property have converted into Disputed property. Please suggest what should I do.

Dear Querist,

It's a case of gross negligence and deficiency of service, they were under a duty to take care of the document. The Distt. Forum order is grossly insufficient - appeal to the State Forum, and argue strongly, you'd get the relief.
