BBMP limits ptcl land seller has to purchase alternative a?

HI, I have committed for land agreement in 2.11months before but at that time there was 136 case that we have solved now I have to take aa sale permission coz it is a SC grant property also alienation period completed. Some people are telling me that if the land is in BBMP limits they don't purchase the alternative agricultural land is it true?
