citizen of india can contest election. nri may be citizen of india or not.

The term NRI itself means NON RESIDENT INDIAN.  It means he is a citizen of India but not resident in India.  If he stays for over six motnhs in India in a financial year, then he will be treated as Ordinarily resident in India.  In this case the person wishing to contest is an NRI.  Of course he is an Indian Citizen.  An constitutional exper is welcome to answer this question, particularly in view of the fact that for the first time NRIs are allowed voting rights in Indian elections.

If a person is only living in a different country for a period of time with an Indian passport, that doesn't bar him from contesting elections in India.
