Approvals required for township by builders

Dear Friends,

I need help from our Rajasthan Lawyer faternity. I had booked one plot with one of the builder. Builder has obtained 90A approval and is selling around 300Acre township near Jaipur area. I had given him Rs.100000 as booking amount.

Before i make any further payment, i came to know that he will be making agreement after 50% payment. Which i think is too much just to make an agreement and as a buyer why should i put my hard earned money and than go for agreement. Now, if i am asking him to return the money he is saying that he will deduct 25% of the money, which he has not disclosed neither it was mentioned in an allotment letter issued to me.

I have few questions

1. Can builder sell plots only on the basis of JDA 90A or 90B approval?

2. What all approvals apart from 90B is required by the Builder to start selling the plots?

3. Can he deduct 25% of the amount despite the fact that he has not disclosed this to me?

4. Is there any way where we can get stay on the whole project?

Please advice.
