Can police summon people to the police station over phone for civil case?

Yes, they can ask you to come to police station, nothing more than that, irrespective of whether matter is civil in nature or criminal.  Just go and enquire what is the matter.

They have no right to call or interfere in Civil case.

You don't know exactly what for police have summoned so you must go or else you might be arrested. It is true though that all police personnel get firm guidelines not to interfere in civil cases at any cost, by the highest police administration unit which is the police commissionerate.

Sometimes only common sense only work and speaking of law may backfire.  To day the civil case is with police and who knows tomorrow it may go to political malfia, then you have to go back to same police.  Attend with an advocate.
