Apartment maintenance payment: who is accountable?

There are a few tenants in our apartment complex who have not been paying monthly maintenance. Their owners who are settled overseas barely care. So Who is ultimately accountable for paying montly maintenance? Is it the apartment owner or the tenant? Can we take the stand that the tenant is paying maintenance on behalf of the owner. And that for non-payment of the same, the owner is to be held accountable?
