Amenities not provided as commited

Hello,

I have purchased property before 4 years & possession was delayed by more than one year then committed by builder. I have made sale deed before 1.5 years & taken possession of the flats.

Till date bulider has not  provided amenities such as club house, garden, children play area, video door security system, entrance gate etc.... Also, compound wall is broken. We approched builder many times but no solution provided till date.

Please note that our complete site is of total 10 towers out of which only 6 towers are ready & balance 4 towers builder is not planning to complete in near future. 

What should we do ? All society resident are not ready to file legal suit against him nor ready to go to consumer forum. In this case as an individual I can file case against builder & ask for compensation ? 

What is rule says for amenities, is the same should be provided at the time of possession or not ?

We have approached builder, send letter & signed MOM one year back on plane paper with builder where they agreed to complete everything within  3 months but after more than a year they have not done anything.
