Amazon india not renewing expired gift cards violating rbi guidelines

I had purchased Rs. 15000 worth of gift cards from Amazon India which were not used in time and expired in March 2017. On contacting Amazon they've simply refused to renew these cards or refund the money. I sent them the following RBI guidance https://rbi.org.in/scriptts/NotificationUser.aspx?Id=8993&Mode=0#9 which states that Gift cards or prepaid instruments if expired, should be transferred to another gift card and sufficient notifications/reminders should be sent to the user. Amazon neither sent me any notification nor are they allowing me to transfer this money to a new gift card or use it in any way. What are my best legal options here?
