Alleged non receipt of my advance application

Sir,I work in a PSU & applied to another dept .where advance copy of job application were solicited by Reg post/ speed post only. I posted my advance copy by speed post which was shown to be delivered to that Dept. within time limit . However they are denying it , I lodged complaint with against Posts on pgportal where i was categorically replied by Posts that my article was indeed received in that Dept. Meanwhile my through proper channel application is sent to that dept. I represented to that dept with all postal proofs of delivery requesting them to consider my candidature based on my through proper channel application but they are not listening... pl advice me..
