Adverse position of govt land

My neighbour trying to claim adverse position on govt land. He is already showing as kabjedar in pahani since past 10-12 years. Already complained to MRO but looks like he has managed them . They are already busy with other works so they dont have time to take care of it.He has instead blocked my passage. court in our jurisidiction dont have judge so filing for easementary rights case is of no use as it will take more than 4-5 years. Already have applied for injunction
