Administrative structure change be discussed in misc agenda?

Ours is a state-aided non-government college. As per university statute, any meeting of Governing Body (highest body of college) requires 7 days notice with agenda. Recently, an agenda like "rotation" of head of the department was discussed and decisions taken on it in miscellaneous on the basis of an individual teacher's letter demanding same. I chanced to be absent in the meeting (I am a member of the Governing Body). My questions:
1) Can an agenda of such serious import be discussed in miscellaneous agenda without proper notification in 'main agenda' of prior notification?
2) Can an individual teacher's letter be accepted by Governing Body in that way without first chanelling it through academic bodies like Teachers' Council, IQAC etc?
3) Can the management implement that decision without confirmataion in next meeting?
I have already filed my objections. Pl help what legal recourses are available to me to stop the management should it decide to implement that decision?
