498a against father-in-law

Can 498a be lodged only against father-in-law and NOT against Husband, mother-in-law, brother-in-law etc.

Yes!


It is not compulsory for the complainant to lodge complaint against all the relatives including husband. She can file complaint only against father-in-law, if she feels that she has been subjected to cruelty by him only!
