Juber bhai jan to convert any land from agriculture to non agriculture purpose you need to make application to the local authority for it.

As per regular government charges applicable, No need to pay Tax, or other fee.

If it is in Maharashtra you need to obtain permission for conversion to non agricultural purposes ands pay Rs.500 for NOC by Collector.
