Sir , I was promoted from JTO (Civil) to SDE (Civil) vide promotion orders dated 23.09.2011 and joined on 21.11.2011 as per posting orders issued by the CE J&K dated 05.11.2011. I was in the E2 pay scale and my E3 scale was due w.e.f. 01.10.2011. Due to late issue of posting orders, i.e. after 01.10.2011, i was denied the notional increment as I was drawing pay of higher grade (E3) than the promoted scale (E2) due to no fault of mine. if I had joined before 01.10.2011 I was eligible for one increment in the existing scale. just want to know whether I can file case in CAT
