A client had bought a senior citizen concessional ticket 3 months earlier to the travelling date mistakingly thinking that a person travelling is a senior citizen. But later came to know that the woman is not a senior citizen but 54 years old. They went to railway station on the scheduled day and told the station master about the same. He advised to talk with the TTR in the train and to pay the difference amount.
TTR even after hearing the facts told it will be considered as intentional cheating and so, have to pay the actual ticket fare along with the fine and also collected the same. But TTR did not refund the amount of the ticket bought earlier nor he deducted the amount while charging for fresh ticket. And had advised my client to write to railways and get the refund.
When our client wrote to the railways, they have replied that it will be treated as intentional cheating and so, they cannot refund the amount. Now, I want to know the provision which says the amount cannot be refunded if a senior citizen ticket is cought for intentional cheating.

Please read the rules shown in the online ticket, if the so called senior citizen could not produce any proof for the age, the ticket will be invalid and will be treated as ticket less traveler. so, the act of the TTR is right.

No. 360-P/Sr. Citizen/2001

The issue regarding charging of senior citizens traveling on concession, who do not produce age proof during journey, has been examined. MINISTRY OF RAILWAYS HAVE DECIDED THAT IN SUCH CASES, ONLY THE DIFFERENCE OF CONCESSIONAL FARE PAID AND NON-CONCESSIONAL FARE PAYABLE SHALL BE CHARGED. PENALTY WILL NOT BE CHARGED IN SUCH CASES. Necessary instructions have been issued to all concerned immediately.

I hope this answers ur question.
This is the official website of IR, wherein the Railway Board has clarified so.
Thank you

Dear Suchitra,
I received a PM from u, I cud not reply to this, bcoz of a restriction made by u that only friends of u can send PM.
I informed about this to the moderator to relax this atleast reply can be made from a non-friend. but there is no response from it.
Mean while, i request to relax ur restriction for time being to receive reply.
Thank you

Dear Vijayan sir. I understand the difficulty arising out of my restrictions on my PMs. I will be happy to send you a friend request rather than removing the restriction so that you can reply me. I am thoroughly sorry for the inconvenience caused.
Coming to the query here, I have decided to file a case against railways as issue amounts to double jeopardy by railways.

Sorry to interrupt. Since in this thread Mr. Tom is there, I think I can utilise this opportunity and convey to Tom. He had sent me a PM in regard to Pension issue but I could not send any PM to him probably he had put some restrictions. Now only I realise that such restrictions are possible. I would request to Tom to remove the restriction to receive PM from me in regard to his Pension query.

How to impose restrictions on inward receipt of personal messages as my inbox gets flooded with queries which can be resolved at the expert's section itself. My belated responses due to my pre-occupation in my professional activities besides web-journalism also defeats the purpose.
Suchitra. S (Querist) 12 December 2010
Dear Parthasarathi Sir, one can restrict his/her PMs by clicking on 'settings' option on the profile page and then clicking on 'private settings'and then saving the changes.
I have done that so that I do not get any PMs from anyone which is annoying and disturbing either from members of LCI or from other persons, which I used to get when I had not set such restriction. And as you rightly said, we are here to reply to the queries either in forum section or in expert section.
