sc and st attrocity

I am working with one of the publuc sevtor banks. I am given the responsibility to work as a loans officer. However I have been posted to place where there is much sc and st population. I myself am an sc but of a state other than the one I am working at. The major problem I am facing at my work place is with the sc and st leaders. If a loan is not sanctined to a sc or st csndidate then theur leaders come up and try to threaten us by saying a few words that we are expecting a bribe so thats the reason that we are not sanctioning a loan. When they say that, out of anger if we say something to them then they try to create a fuss at the bank along with other people. In this scenario my doubt is whether a sc or an st can file an atrocity case against another sc or st. There is also a fear that they might create a propaganda that the concerned official is corrupted. I can not even overcome this as I will not have any proof against them. Can any one help me by telling how this can be tackled.

please read the statute and see whether SC/ST person can be accused under SC ST atrocities act.
