obc cast confusion

I am suresh (age 24) born in Rajasthan. My father grandfather all are from Rajasthan. My cast is swami. This is in central list of Rajasthan but not of haryana. We are living in haryana from last 18 year for earning and study purpose as my father working in a private factory. But from starting we used our haryana address as temporary and permanent both in documents. In reality this was temporary as we have left this address. Now can I claim Rajasthan obc by some legal and valid procedure? We have ration card of haryana .

what for you want to use this certificate?

whether central job or state job in haryana

are you now a voter in haryana

whether this cast is OBC in haryana for central / state purpose.

I don't have voter I'd ...I never made it bcoz of the same reason....I m in obc in haryana.....not in central list of haryana....but in Rajasthan I am in obc in both state as well as centre. I want to use it for upsc and cgl
