The answer depends upon your status as well that of the employer.
Rajendra K Goyal (Expert) 01 May 2016
What is your organisation whether private, public sector, Government and what type of duties were you doing whether management, clerical or otherwise category? Why the salary was not released?

Consult local lawyer dealing in service matters and show him all documents.
T. Kalaiselvan, Advocate (Expert) 02 May 2016
If your employer has not given salary for the last seven months what prevented you from demanding your salary for the period you have worked for him.
You have not stated the details. However you may first issue legal demand notice seeking your arrears of salary and after that you can approach the labor commissioner for relief and remedy.
